I think you will not be able to get conversion for a single site. And the betterment charges collection when it was opened some time back was also related to DC converted sites.

From my experience, B Khata is not transferable. So even if you pay, it gets paid in the old house owner's name with his SAS number. You need to make a new B Khata. And for this, they would ask you to pay for 5/6 years tax, i.e from 2008 so that they can get a SAS number and you continue to pay base...
