You need to apply for a fresh encumberance certificate for the whole period and in that this loan entry should not appear provided if your previous owner had submitted the loan discharge letter from the cooperative bank. Please try talking with your previous owner on this first.

you bank should simply address a letter to BDA stating that they have no objection in transferring the Katha to your name. If possible, please ask the bank to attest the sale deed copy by putting their seal on it. You must also collect the Katha original from the bank to hand it over to BDA ...

Please login and check again. If the payment had reached BDA, it would say that payment is already made. Receipt can be collected from respective BDA office. For Anjanapura, its located at BDA Complex in Banashankari.
