its really hard to find such people who do only labour. Most of these people are employed at welding shops and the shop owner takes the work and does it with material. If you are lucky you may try speaking to a worker outside the shop and see if he agrees but then he will need a welding machine and ...

If it is handed over to BBMP then there is nothing like conversion. Just get plan approved for whatever you want to construct and build.
