I would like to suggest to go by Sft Rate and get clarity for all materials used by the contractor. Not all Contractors are fraudulant. Surface needs to be scrapped of existing paint and roughened up. If suppose a crack is visible painter can open it with the scrapping blade just like what painters do for air cracks while applying putty. Here the solution will last till the waterproof layer lasts.
