Pros easy access to metro and less traffic if you use Metro.

Cons property price shoots up so you need to shell out more money for same area.

I think it is useless to pour another 6 inch concrete without reinforcement , as concrete provides compressive strength and steel tensile. Though being at the bottom you may not have any negative impact of extra load. Check with a civil engineer. Why dont you go for RMC for pillars and slab to avoid...

Did you get the soil testing done before constructing? What was the report ? Yes in my opinion the cracks are due to differential settlement of the soil in adjacent plot. I think pile or raft foundation should have been done similar to what is recommended for black cotton soil. Though I am not civil...

How about raising the floor by 6 inches. Will that help? Bad idea leaks will be difficult to detect and fix. You will need to break floor for diagnosis.
