Assuming you are building a 3000 sft house, KPTCL + BWSSB connection fee, deposits ,liason etc may come to about 1.5 L

Other govt. charges will be Road cutting payable to BBMP if any.

We have used Nikki extensively in most of our projects since 2003-04 so far its doing well & no complaints as such from clients.

You have mentioned only basic skeletal materials, Bulk of the final price depends on
1. Flooring
2. Wood works
3. Painting & other finishes.

If you go for good ceramic or medium quality vitrified around 45-50 per sft & Sal wood & basic distemper finish you can still finish your house @ 1.1 L per ...

8% is on the higher side..4-5% should give you all the drawings & services you have mentioned.
