I heard now a days, even BBMP do not approve Plan if it violates buffer zone.
Show to the bank about NGT notification regarding buffer zone regulation being 75m.
If they are not convinced change bank. There are enough banks who are looking for Home loan customers.

AFAIK, Question 1: OC is suppose to be mandatory. But there are thousands of apartments fully occupied in Bangalore without OC.
