My understanding is 5% violation is for unintentional deviations. When the columns are erected, if it is deviated by 1 inch in a setback of 3 ft itself comes to 3%. Thanks. I already requested for item-wise split, because I'm not comfortable with per square feet rate. It doesn't give any flexibility and all the hidden cost tend to show up at every stage when we want to modify even little bit.

You right. It will negate the use.
If you want pressure for the shower, another approach you could try is use 2 inch pipe for connecting from solar water to bathroom and finally use 1 inch pipe for shower, this will automatically create pressure from gravitational force.

You could try a pressure relive valve. Not sure of cost, but one of my colleague's friend is using it successfully.

The typical height limit for building is 11.5mts which is 37 ft. (Otherwise setback and other rules will be different). When you build G+3floors, legally the terrace cannot be used as the parapet wall will be added to the building house. For 4 parties, maybe it is better to buy 2 30x40 sites instead...

Every Floor will have height approx. 10ft. So as per "Revised Master plan 2015", the above SetBacks are applicable only for height less than 40ft. . I'm not sure where you got the number 40ft. In the "Revisied Master plan 2015, I'm seeing only 11.5 mts. For 40ft, it should have been at least 12 mts...
