A khata CMC site without betterment paid receipt

Hi All ,

I am planning to buy a site in vidyaranyapura vaishnavi layout which is quite old layout.
Layout was formed much before 2007 when it was Byatarayanpura CMC .
Entire area of Vaishnavi layout is non-DC converted . But sites have A khata ( I mean they have unique PID with BBMP tax paid receipt from 2007 to till date).
The seller has not given me betterment charges paid receipt.

My doubt is whether :

(a) Is it safe to buy such sites
(b) Building plan will be approved by BBMP for such sites
(c) Will i get loan from nationalized bank without betterment charges paid receipt.
