BESCOM and BWSSB sanction

Hi all,
I planning to construct a building in BTM, by demolishing the old house.
i came to know before demolishing i need to submit the meter's before demolishing.
Today i meet a contract in BWSSB,he was asking 15000/- for the adjustment.
I told him that i need tanker/ Temporary connection of water for construction. He asked me to pay this amount and he will take care .
Can someone suggest me what is the correct procedure for surrendering the meter and get a temp connection for both BESCOM and BWSSB.
What is the cost for this and time duration for this.
