Building house jointly on 1200SQFT Site

Hi All,
We are planning to buy 30X40 site and construct house jointly. Our plan is ground floor parking, two house one in first floor and one in second floor. I wanted to know
1. is it possible to get the two seperate katha for each floor. (This is because in future if anyone wantes to sell it will be good if we can have two katha.) If it is not possible to have two seperate katha for each floor, what we can do if any one want to sell in future.
2. What would be good plan. Having 2 bed room house on each floor (first and secod) or to have 3 bed room house in each floor. Actually we need big hall and one bedroom at leat 12X14 .
3. What would be the basic cost (including BESCOM and BWSSB)
