Hi,

Would like to know if the same law still holds good in todays date. I'am looking to purchase a plot in a layout with A khata, however, the individual sites has B khata. Since the conversion to A khata is stopped now, the builder is telling it can be converted to A khata when they start issuing it. Can we go ahead with this deal ?

If it is not A khata it is not A khata period.
What will happen tommorow is anyone's guess however you should fix the price as per B khata.

When it comes to private land development there are some 14 approvals required . So if you observe there will be some well entranced person who usually purchase lands from farmers get the conversations and approvals and then ties up with big brand developers for high end projects. If suppose the person does not have enough connections it remains B khata and full value is not unlocked and high end builders do not get in as partners.
That is the difference between Brigade project and layout in front of it you have seen.

IMHO this A vs B khata mess is a leagal way by vested interests to control supply of 100% legal sites so that they can keep the prices high as per basic rule of economics.
So there is not going to be a solution anytime soon.

My theory may sound absurd however whenever govts have tried bringing Akarma Sakarma in past 10+years some activist pops up to fight PIL case and this can't be coincidence.
