building plan sanctioned from BDA for the old house?

I am planning to buy a land which has 2bhk ground floor house. But the issue is they don’t have any sanction plan but the construction is w.r.t 2015 plan suggested by government following all the setbacks.
Bank is asking for building sanction plan.
