Help with entire process from Preparation to Approval

Hello All,
I am almost at a stage of buying a 30 x 40 site in North Bangalore through a composite loan. As per the obligation from bank, I have to construct a house within 2 years in the same plot. However, i have no clue regarding the construction planning to its approval from Govt agencies.
Is there a step-by-step check-list available to complete the process without heart-burn at a later stage? If yes, where can I find it?
Are there any agencies/firms which can take care of this process of course without cheating me? Any recommendations?
Is there anybody you recommend i can depend on for advises and guidance from start to completion?
Any directions in this aspect, i shall be grateful to you.
