15k really ? What does it include ?

There are

Floor plan drawings
Plinth drawings
Steel drawings of pillar beds,pillars and slabs
Centring drawings
Elevation drawings
Electrical drawings
Plumbing drawings
Window designs and Door frame drawings
Kitchen layout drawings
Walldrof layout drawings

How many are you getting in 15k? Personally I would not trust it. A proper engineer can save you lakhs while giving a peace of mind with good designed house.

Yes all 2d designs to cover for floor plan, structural, electrical, plumbing, plinth, elevation etc
3D design is not added and no wood work design...only house construction related
I have used her for my home n validated with a structural engineer.

Was thinking of putting Italian marble of Beige color for Hall and putting wooden tiles for dining and kitchen. Will this combination look good?

Beige color marble is used in many homes and looks pretty good. Not sure on how wooden color tiles would look in combination. Probably it won't suit is my thinking. But looks are always subjective. I can alternatively suggest of Matt vetrified tiles. But I am not even sure how Matt tiles will take oil steins.

Wooden tiles will look good only in bedrooms. Prefer using white n similar shares in kitchen, living etc to get more light in house
You get good tiles with marble finish especially full body tiles which have great strength like granite. Why to spend so much money on marbles, u need to get it polished every 5 years so additional maintennace and layong cost is also 120 rs vs 20 rs for tiles😂

In your case getting design from architect does really add's a value or it is that ok to directly get the plan from Engineer ?
I missed your second question, if it's own house and you want best modern designs ,I would suggest architects. If it's rented engineer can do. Both have different mindsets.

A engineer thinks on house stability perspective whereas at architect thinks on livabilty and aesthetics.

It's like a tester and developer. Developer thinking is always limited to technical aspects whereas tester is always limited to application perspective. Best approach would be combine both. Most architects indeed get the plans verified with structural engineers for the same reason. Do note that structural engineers themselves charge a good amount.

How's your experience with electrical guy, if he is professional, can you share his number . We have 8000 sqft construction ongoing.
