Did water flow in anywhere in JP Nagar 8th Phase 2nd Block?

BWSSB had put water meters and written RR # and all. Did water really start flowing in anywhere in JP Nagar 8th phase 2nd block ? Just wanted to know if this is a mere election stunt :-(
