Site with A khata but no mother deed and Plan

Can some one suggest if its recommended to buy the property having no mother deed and layout plan?
We have seen a site in hongasandra, begur main road in bommana halli. We liked the place and we went to talk to the owner
for price negotiation. When we checked the documents, there was no layout plan & no mother deed. He says as they are the
land lords of that entire area, no mother deed is available. After we get register this property, GPA given to his father from his uncle would become mother deed. He himself said banbk people wont give loan as mother deed and layout plan is not available. But no legal issue to buy, by paying cash. No clue if these properties are really genuine.

I wonder how come they got A khata done by BBMP? they also have receipt for upto date betterment charges paid.

Getting A katha conversion at BBMP is simple. give the TITLE deed pay betterment charges. They doesn't go through deeper.
