Combining 2 EWS sites for construction

We have bought two 20*30 EWS plots in Bangalore South villa community , backside of sarjapur decathlon.
Is it possible to construct a 1200 SQ foot duplex here.
Is Amalgamation of khata possible.
What is the next step for us if we want to construct without any deviation and with proper plan Approvals
