This year's AGM meet of the Kanakashree HBCS mentions that the HBCS will be handing over the maintenance to the residents welfare assoc. To this end they would be convening a meeting of the site owners shortly .

Here goes a quick, loosely translated version of the relevant sections of the AGM notice.

"
Electricity connections in Byrathi is completed in addition, action has been taken to create water supply facility. Likewise works on electricity supply is completed in Kannur, and action has been taken to provide connection from the grid.
Since all sites in both Byrati and Kannur have been registered, it is now necessary to create a RWA to take the administration of these two layouts. It is proposed to call a meeting with the site owners of the respective layouts and initiate action for the formation of the RWA, immediately after the AGM (30-09-2013)
