Filling Sand

Hi

I am planning to increase my site height by 3 feet, and looking for filling sand. I found there are 2 kind of sand one with Garbage and with lot of brick stones red in color which are mainly collected when walls/floors etc were demolished, and another one is pure red sand without any garbage.
For the first one they are asking for 900 Rs for Tipper load ,and second one without any garbage/bricks/stones etc 1500 per load. They are saying with garbage one won't cure/tightly hold even after years ,but 1500 one within days will get cured/tightly hold together.

Which sand is good wit red sand with garbage/bricks/blocks etc or red sand without garbage ?

There are two options is to unload and fill the site with sand in various corners of site /and latter JCB to spread it as construction of pillar not started.

Other option is to construct pillar/footing ,then unload/spread the sand in the site as Tipper lorry cannot go the site middle to drop the sand as pillar will be in the middle which seems to be costly as every load/unload will take 2 hours and till that time JCB need to be rented.

Basically there two option to fill teh site without pillar construction and with pillar construction. Which is the best option?
