As for I know legally you can buy this site if you have the documents mentioned by you. The 10 yrs locking is not applicable if you have the NOC from the society. I also bought the site in this layout from BDA employee (direct allotter). I verified legally and got loan and also new khatha for my site without paying any bribe.

I have got opinion from a lawyer who says the NOC would NOT be a valid document that can held in the court unless the association changes its byelaws. NOC can be nullified by the next elected president.

10 years locking period restored ? Is this applicable to BDA Layouts like Anjanapura and Banashankari 6th stage as well ?

This is for BDA employees layout near Narayannagar 2nd stage, where the association has imposed a 10 year lockin. The sites being sold are with a NOC from the association, is this NOC a valid document that can stand in court?
