Hi Srininvas,
Plan approvals for residential are given by BBMP , even though its BDA plot bbmp is the one that can give plan approvals. In very rear cases of BDA not handovering the layout to BBMP you need to get clearance certificate from BDA to get plan approval from BBMP .
