Plan approval, khata extract, khata transfer services are part of Guarantee of Services to Citizens Act. If there is any delay then the gov official can be questioned.
May be this will lead to lesser corruption

Though this is a good initiative, there are still loop-holes through which we end up paying bribe.
For example, the agent whom I approached asked bribe to even upload the plan online, even though entire process is online, she said it needs follow up and many of the govt officials don't know how to operate the software so she has to assist them. Post that when the engineers from the BBMP or BDA inspect the construction, we do not know what they will ask or tell.
If you see Chennai corporation (just as an example), any citizen can upload the plan online or download the pre-dcr software and make corrections. Even though there might be corruption during inspection, atleast the initial hurdle of getting a plan sanction is corruption free(I believe).
It is more a generation gap. The current generation does not want to bribe(most of them) but the older generation (who are in their 40's now) cannot do their duty without bribe(most of them). This cycle will take its own time to break.

Hi,
I am trying to get the BBMP plan approval for my houes in 40.60 site through an agent. This person has made the drawings and submitted the application for approval. Now it has gone to next stage and he came back with DD amount for the same. When I observed the builtup area that i mentiond in the drawing I feel that there is something wrong because the total buildup areas is coming to 532 SqMts which is about 5800 SqFt. When I talked to the guy who did the drawing (agen's friend) he says we have to inlcude stilt area also in the builtup area. My contractor doubts that the car parking area will be added in the built up area.
Our actual buillt up area is going to be only 3500 SqFt.
So the total DD charges are like this for 5800 SqFt builtup area.
43K for BBMP commissioner
39K for KA Labour Cess
25K for BBMP commissioner for Road cutting charges
25K for as un official charges including drawing charges.
Totally its coming to 1.35L for the approval. Can you please clarify if the built up area calculation is correct or not?
Ground - about 140 S Mts
First - ABout 148 SqMts
Second - About 80 Sq Mts
Even if I include stilt area its not matching up with 532 SqMts. They have even included Transformer in the plan.

car parking area should not be included in calculation for total area. But I think if the parking area has any space - like kitchen, room etc. even for security folks, it will be counted as living space. That is what I heard when I was trying to get our plan approval. (if that helps any).

@@BengaluruBoy 25K unofficial charges, including drawing is on the very higher side. Instead of going through a agent, go to the BBMP office directly, look for the person responsible for your area & hire him to do the job. You should be able to do this @ 10 K max.

I should thank this forum for guiding the process. Initially i approached for a architect help and he quoted 1-1.2 lackhs for a 30*50 plot with stilt (Car parking) plus 3 floors (GF,FF,SF). After reading this forum i decided to do on my own and tried. It all happened at 63 K of which bribe is 6 K (for approvals and movinf file) and 5K for initial sanction plan preparation and upload to BBMP portal etc (done by govt registered architects). It took me to visit BBMP office alomst 6 times but i gained knowledge of overall process and know people who are in the office. so tomorrow if someone comes for verification and creating any issues we know where to get it rectified etc..

Steps followed.
1. Identify the ward where your BBMP Approval zones comes into picture. You can visit your site area and try to speak with 2-3 people who have already constructed house and ask them approval process and which ward it belongs and which BBMP office you ned to go to etc...
2. Went to Registar Office and applied for EC. This will be around 150 Ruppes for getting last 10 years Encumbernce Certificate. Nagarbhavi BDA Complex near Registar Office. No Bribe here.
3. Go to Reveunue office to get the Katha Extract. This was in BEML Layout in RR Nagar. Apply this will take 3 days as per Sakala rule. Charge will be 150 Rs. They expect but no need to give Bribe here. You can request / speak to higher officer if its delays beyond 3 days as per sakala rule.
4.Ensure you read sale deed and aware of adjacent site numbers and road width layout plan etc at your finger tips. Get Katha as well (Assuming you may have else this will be another process in itself.)
5. Ensure you pay the latest Tax for site. This you do in Bangalore one they do in a 5 min. Don't go to BBMP unless Bangalore One do not have yor record in online database.
6. Go to BBMP office and ask for Plan approval process and also observe who is slighly older person and reliable and make 2-3 trips and keep asking info as though you don't know about it anything. They will be typcally First Division Clerk or SDC and called as Case workers.
7. Discuss with one of them you select for the overall process. They generally ask for 13 K. 5 K for planning and 8 K for plan approval. Negotiate for 10 K.
8. Provide them Xerox copy of Sale Deed, Katha,Katha Extract,Latest Tax Paid Receipt and your requirement to construct house. Multi unit,Duplex,How many floors,Car parking etc.
9.Give then advance of 2 K or so and wait to get the plan from them for your review. Ensure you review all details like name,dimensions,adjacent site numbers,Road Width etc. Give a review comment or go-ahead depending on need. You will have to ok the plan for PDF purpose which will be printed in 6 copies nad filed and handed over to FDC or SDC from their internal brokers who gets the plan done.
10. Pay remaining 3k which will close the first milestone of 5 K for making the plan done.
11. Wait to hear a call from them for next stage visit once again and ask for status and pay some more money like 3 K or so and ask for a deadline.
12. Next stage is to go and get the approved plan and licence certificate and check all details and pay remaining money.
Pls note be clear with what kind of house you wanna construct and how many floors etc before going to them. They say rule present like 1 kitchen means 1 car park to be shown in the house stilt level etc.

HI jakalbda,
I have been keenly going through your posts and found them very very informative. I am goint to strart construction in the near future. Your posts are the guiding lights for people like me. Could you please tell what is your built up area in each floor (For which you obtained sanction from BDA)
