AFAIK, some part of that location is under litigation. Especially the area surrounding a lone house with shop to the left and a small "factory" to the right of 100ft road. Hence the 100ft road is not completed yet. If you go just above, you can see two roads are not completely asphalted. Those roads have no litigation till the part where the asphalted road ends.
However, you can ask residents nearby and also approach the Visveshwaraiah layout association. It is somewhere near Ullal main road but i'm not very sure.

1. Surey nymber 30/3 is problem...how many sites in that and if someone have site numbers in litigation.
2. What is lateat status in court.
3. If they are litigation in why BDA allotted sites ?
4. Who went to court ? againest whom ?

I heard Mr.Shivaswamy filed petion for denotification..
As case was dismissed by high court and it was in favour of BDA.
Latest RA filed by Mr Shivaswamy...there is no update.

Devlopment is halted due to this issue... Not sure when will this be cleared.

One of the ways in which you can identify the sites in problem (though I am not very sure) is that, there are no tar roads done around these sites.
So, if you have proper roads, street lights etc around the sites, then those sites have no problems at all.
This I got to know from one of the owners residing in the layout.
