Occupancy cert for individual G+1- my bank wants!

Hey folks,
As per my understanding, OC is not reqd for G+1 on 30x40 - but nothing said in law. Even approval plan says you need to get it.
My deviations may not be much (e.g. 3ft instead of 3.3ft for setback, a pillar on site boundary for open parking area etc), however I'm not so keen to get it mainly
due to irritations, unclear rules for violation computation and bribes.
My bank (SBI) is asking an affidavit that I'll stick to plan and get OC after completion. They are known to force these things, so I'm concerned.
Any experiences in getting Commencement cert and Occupancy Cert for small res houses? how do they determine % violation and how much would be bribe typically?
How they assess khata and fix tax amount if this is not obtained?
