What happens to SMV 1st block Dhobighat CA land

Hi,
I am looking for a property in SMV 1st block and wanted to know about Dhobhighat CA land. What is this CA land will be used for ? And also I can see big drainage next to it and some sheds but as per Google map its a Lake. Is it good to buy plot near by that for residential building?
