For residential building, Occupancy Certificate (OC) is a must if it has more than 5 units. Completion Certificate (CC) is a form to be filled by a registered architect certifying that the building has been built as per plan and rules. At the risk of sounding like a salesman of them, I would recommend projects from Pariwar Properties. I bought one from them. They had advertised it everywhere (hoardings, newspapers, leaflets, personally) that theirs is a zero deviation project. And kept their word and finally delivered the OC to us.

BBMP building bye laws say the builder has to apply for the OC within five years after issuing of building construction permit/license.
