Borewell and DrynRun Protection Panel

I have a Borewell in my premises which was erected many years back.
Unfortunately the specs of the Submersible Motor are not known to me.
From the attached Panel installed for the Borewell will someone be able to make out if it is a Single Phase Motor or Three Phase Motor that is installed in the Borewell.
Now the panel has been removed from the property.
My electrician says he cannot test the Motor without a Panel. How can it be that a Single Phase Motor cannot be tested with a simple Plug to the Wall !
Is it True that one needs a Panel to even start a Borewell Motor to see if it still works?
