BDA approved layouts between Vishweshvaraiah & KG Layout

I was told some BDA approved layouts are coming (have come) between Vishweshvaraiah Layout and Proposed Kempe Gowda Layout or near its vicinity. Is this correct?
What do you feel about investing in such areas keeping 10-15 years horizon? (Pros /Cons)
Any one who has invested in such layout (with legal done) already? Can you share the details?
How safe it is to invest in such layouts ?
