Site in HBR Layout

I am looking out for a 50x80 BDA site in HBR/HRBR area, any ideas what rates should I expect?

I have received a specif offer in HBR 4th Block for 3,600 is it fair? The proposed site was up for sale for 4,200 about 2 years back and is located very near to the ring road.
