Go through the below link. it gives enough information on How to get Khata. Procedure may not be very different for Panchayat offices.
It also mentions effective utilisation of RTI, to get the khata without paying bribe.

I recently done a katha transfer in panchat office. Now you can use the sakala scheme for katha transfer!!
No Need to pay Bribe.
Just go and give the application with Sale deed and other required documents with notary and ask them to put your application to SAKALA.. You will get sms for each steps in the process and once it's done u will pay the said amount panchayat and get the documents with receipt.

You may also need to have notary on tax paid receipt and bank mortgage (If any) and previous katha extract and certificate.

I went through that site and was not able to get exact information. Hence, requested for the procedure.

I enquired with the SAKALA customer care and they informed me that Khata transfer is not done with them and they directed me to ask with the concerned authority!!
Mine is a BMRDA approved plot which falls under Grama Panchayath for Khata transfers, how about yours is it the same?

I'm confused :?:
