Water,Electricity & Sanitory connection

Hi All,

I am planning to buy a site from the layout. Teh developer says that he will give the Water,Electricity & Sanitory connection within 3 months. But how to believe?
Do I need to check the permission/sanction letters from BWSSB & BESCOM ? or what is the procedure?
