BDA Site - Absolute Saledeed : how did you get around 10% penalty

Guys Im original allotee of BDA Site in SMV and I have the Lease-cum Sale deed.

I read that BDA will charge 10% penalty on the guidance value if you apply for Absolute sale-deed.

In my case my property is 80x50 and will have a hefty penalty.
I built a compound and a gowdon in my site to store things.. Apparently BDA wants a Home to be built else they will penalize 10% to get the Absolute Sale deed..


Can you post your experience on how you guys got around this issue and got the absolute sale deed.
